checkdoc: Don't warn for () in cl-defmacro args
Seen with, for example:
(cl-defmacro foo (bar () &body baz) ...)
* lisp/emacs-lisp/checkdoc.el (checkdoc-this-string-valid-engine):
Improve support for `cl-defmacro' by ignoring "nil" in parameter list.
