Fix case-sensitivity in 'complete-tag'
* lisp/progmodes/etags.el (complete-tag): Bind
'completion-ignore-case', so that 'completion-in-region' is
affected by it. This fixes a bug made in 30 Apr 2010, when this
function was refactored to use
'tags-completion-at-point-function'. Reported by Morgan Willcock
