Fold subtraction of sums or differences from constants (#3295)
`C1 - (x + C2)` -> `(C1 - C2) - x`
`C1 - (x - C2)` -> `(C1 + C2) - x`
`C1 - (C2 - x)` -> `x + (C1 - C2)`
