time-stamp: %F is "file name" not "pathname" + other doc
* lisp/time-stamp.el (time-stamp-format): doc 'file' instead of 'path'.
* test/lisp/time-stamp-tests.el (formatz, format-time-offset):
Clarify the difference and similarity between these two test helpers.
