Port ‘./autogen.sh git’ to non-clones
Problem reported by Angelo Graziosi in:
http://lists.gnu.org/archive/html/emacs-devel/2016-04/msg00341.html
* autogen.sh (do_git): Default to false when the arg is ‘all’ but
there is no ‘.git’.
(git_common_dir, hooks): New vars.
(git_config, tailored_hooks, sample_hooks): Use them.
