(checkgcc): Move "del junk.o" to here, and make it conditional on existence
of junk.o. If %nocygwin% is already set to Y, skip to chkapiN instead of
chkapi.
(chkapi): Move "rm -f junk.c junk.o" to here.
(chkapiN): New label.
