gud.el: invoke 'perldb' with '-E' instead of '-e'
* lisp/progmodes/gud.el (gud-perldb-massage-args): Allow '-E' switch
and use it as a default in favor of '-e'
* etc/NEWS ('perldb' now recognizes '-E') New entry in section 'Gud'
