Add support for multisession variables
* doc/lispref/elisp.texi (Top): Add to menu.
(Top):
* doc/lispref/variables.texi (Variables): Ditto.
(Multisession Variables): Document multisession variables.
* lisp/emacs-lisp/multisession.el: New file.
