Add a second argument to project-ignores
* lisp/progmodes/project.el (project-ignores): Add a second
argument DIR.
* lisp/progmodes/project.el (project-ignores): Only include the VC
ignores if DIR is the VC root.
* lisp/progmodes/xref.el (xref-find-regexp): Update accordingly.
