Fix tooltip frames leaking into mouse position on NS
* src/nsterm.m (ns_mouse_position): Avoid tooltip frames and
look underneath them when `drag-source'.
([EmacsView mouseDown:]):
([EmacsView mouseMoved:]): Ignore events from tip frames.
