ffloor etc. now accept only floats
* etc/NEWS: Say why.
* src/floatfns.c (Ffceiling, Fffloor, Ffround, Fftruncate):
Require arg to be float.
* test/src/floatfns-tests.el (fround-fixnum): Check this.
