Propagate configure flags to sub-configures.
* Makefile.in (cache_file, ENABLE_MAINTAINER_MODE, CONFIGUREFLAGS):
New macros.
(config.status, bootstrap): Use them to propagate configure flags
to sub-configures.
* configure.in (cache_file): AC_SUBST this, for Makefile.in.
