Eglot-workspace-configuration can be a function

* README.md (Workspace configuration): Renamed from per-project
configuration.  Rework.

* NEWS.md: Mention change.

* eglot.el (eglot-workspace-configuration): Overhaul.
(eglot-signal-didChangeConfiguration): Use new
eglot-workspace-configuration.
