Fix extraneous overscroll activation on Haiku
* src/haiku_support.cc (class EmacsScrollBar): New field
`maybe_overscroll'.
(MouseDown): Set that field.
(MouseUp): Clear that field.
(MouseMoved): Also test `maybe_overscroll' to ensure that a grab
started inside the scroll bar.
