Enable and fix warnings for re2c (#509)
* Fix argument parsing in FindRE2C to allow multiple flags
* Condition enum must be generated by re2c
* A couple of characters didn't need to be escaped: / and ^
* `<LINE_COMMENT> [^\n]*` allowed empty strings
* `<*> [^]` conflicted with similar states in other conditions
