Refactor spectest-interp (#645)
Separate SpecJSONParser into `JSONParser` and `CommandRunner`. Also add
the `spectest` namespace to avoid defining ambiguous names at the global
scope.
It's cleaner this way, and it will also make it easier to handle the new
`threads` command, which contains subcommands that need to be run in
parallel.
